Scheme full Details

Financial Assistance: In the early 1981, some financial assistance of Rs 100/- pm for a period of two years was introduced and provided for non-pensioner Ex-Servicemen/their widows on reaching the age of 65 years and above if applied at that time.

This amount of Rs.100/- was subsequently revised by the Managing members of the AFFD Fund to Rs 500/- pm for two years in the year 2007, along with the fund an additional one-time grant of Rs 30,000/-was given to the person on reaching 70/75 years of age. The scheme was further simplified and revised to a monthly grant of Rs. 1,000/- pm per person by the committee for life time in year Oct 2011 and on 01 Apr 2017, the amount got an additional increment to Rs 4,000/- per month per person till his death.

Scheme Aim

The main aim of this scheme is to provide financial support and a measure of relief to destitute non-pensioner ESM up to rank of equivalent Army/Navy/Air force officer and their widows and dependents.

Assistance provided: 

As of now a Penury grant is provided to the person an amount of Rs. 4000/- pm for life time from the year 01 Apr 2017 onwards.

Eligibility Conditions/criteria: 

For a person to avail benefits of the scheme he is required to be met the eligibility criteria to avail financial assistance under this scheme, which are as follows: –

  1. The applicant Must be a non-pensioner ESM or his widow.
  2. The person Should be of rank Havildar/equivalent from the Navy/AF and below.
  3. The person Should be above the age of 65 years.
  4. The person Should be recommended by their respective ZSB and RSB.
  5. The person must Hold a bank account (preferably in SBI/ PNB) along with IFS Code, linked with Aadhar Number.

Application Form: 

The application forms the is to be filled by the applicant is available at the official website of Kendriya Sainik Board. The scanned / copy image of the following essential documents is required to be uploaded on the system before uploading the images make sure the size of the image is as per the required size.

  • Scanned copy of Service Document/Discharge Book of Ex-Servicemen. The pages uploaded must be in legible condition. Any cutting/overwriting in discharge book would be considered an ad flaw unless it is authenticated by the DSWO. Signatures and Stamp marks would not be accepted of any other authority unless DSWO will render the entry null and void.
  • A scanned copy of Age proof is to be presented, if the date of birth is not mentioned in the Service Document / Discharge Book.
  • Scanned copy of Identity Card of Ex-Servicemen / Widows which is issued by ZSB.
  • Copy of First page of Bank Passbook for details of Bank A/c Number, IFS Code and account holder’s personal particulars given in the first page of Bank Pass book.
  • Copy of Aadhar Card.
  • Original copy of Certificate of penury to state that the applicant does not have any other source of income signed by the revenue officials affixed with his rubber stamp & round seal. A specimen of “Certificate of Penury” is available on the website which can be downloaded.

Channel of Application:

The application is submitted only between 1st Of April of 1st Of march IE. All months, except the financial month. The application is required to be submitted only in online by eligible Ex-Servicemen / widows for the current financial year, thereafter it will lapse for the current financial year. Applications for which are applied during the previous years will also be considered as time barred. Upon the successful uploading of application, the individual will be provided with a system generated application number, which he/she should note down for future reference purpose.

Essentiality Certificates that are to Be Rendered by ZSWO While applying Online Application.

(a)  Any cutting/overwriting in discharge book would be considered an ad flaw unless it is authenticated by the DSWO. Signatures and Stamp marks would not be accepted of any other authority unless DSWO will render the entry null and void.

  1. A scanned copy of Age proof is to be presented, if the date of birth is not mentioned in the Service Document / Discharge Book.
  2. Scanned copy of Identity Card of Ex-Servicemen / Widows which is issued by ZSB.
  3. Copy of First page of Bank Passbook for details of Bank A/c Number, IFS Code and account holder’s personal particulars given in the first page of Bank Pass book.
  4. (iii) An ink signed certificate of Penury from the village revenue officer, Block Development Officer for Ex-Servicemen/ Widow applying for Penury
  5. And a certificate of proof which tells that the Ex-Servicemen/ Widow is not receiving a pension or grant from State/Central Govt or any other agency, as per information held with State revenue official/ ZSB.

(b) ZSWO should certify that the Penury certificate uploaded by the applicant based on the following terms.

  1. Does not have income/ pension form any other source (private body).
  2. The person has not been provided any financial assistance from the State/central government.
  3. The information furnished/provided by the applicant through online is correct as per the original documents uploaded with the application should be confirmed.
  4. The certificate given below is to be properly signed, sealed, stamped specifying rank, name, designation and the date of issue by ZSWO’s

Subsequent Grant: 

After receiving the initial penury grant/fund that has been awarded, the beneficiary must submit a life certificate online as a proof of being alive, it should be properly countersigned by respective ZSWO between the dates 01 Dec and 01 Mar of current financial year. Any faults in the attestation will not be accepted. Submission of Life Certificate will be accepted online on the Kendriya Sainik Board website only and any offline submission or other means will not be accepted.

The renewal of Penury grant would be only accepted after the submission of it after the completion of financial month i.e., march. The applicant will not receive the grant for the year for which he/ she fails to upload the life certificate within the specified time. The grant would be ceased after the death of Ex-Servicemen/ widow ant the grant is non-transferable.

After the death of Ex-Servicemen, his widow will have to apply a fresh application for financial assistance to receive the grant. In the unfortunate situation of the death of Ex-Servicemen, the widow must take the responsibility of informing his death to the committee, it will be the responsibility of respective ZSWO to inform the KSB Welfare Section regarding death of the beneficiary ESM/ widow, immediately after the occurrence.

  1. Sir, I have submitted my life certificate on 7th Dec. 1919. Still I have not received penury pension. During lockdown it is very difficult to meet the expenses. Kindly do a needful to send penury pension to my bank account. Thank you.
